the whole he seems to think that it is not
at present a practical question; but he
proposes to discuss the whole question of
opium while on leave. He is expected to
arrive next week.

I would suggest that in discussion
we might show him Nos. 3 and 4 and explain
as in the second para. of my minute of the
4th April.
